Players
Building Skagerrakbanan will require the involvement of many different players from Sweden and Norway alike. Such players include national, regional and local politicians. There are also the authorities that issue permits, e.g. the County Administrative Board, the Swedish Transport Administration and the Swedish Environmental Protection Agency. Others are construction companies, financiers, investors, the EU, trade and industry, citizens, train operators, SJ, BaneNor and so forth. And last but not least, 10 municipalities are working together toward a common goal – Skagerrakbanan – to provide everyone with better conditions for work, leisure, innovation and education.
It will take a great deal of cooperation and collaboration between different players before the actual construction of the line can begin. During the planning, the Skagerrak Transport Corridor consortium has been running the show. The role of the municipalities involved has included working with the project organisation, environmental impact reports, master plan, corridor plan, track planning and land acquisition. Experts were engaged to support detailed planning and detailed technical design.
Once all permits and funding arrangements are in place, other players will be in charge of construction and implementation. This includes the companies responsible for construction, others for testing, validation and certification, and train operators responsible for operating Skagerrakbanan.
